Greater Manchester faced the challenge of enhancing its international relationships and economic opportunities, particularly with Japan, a country with which it has historical ties dating back to the industrial revolution. The region sought to strengthen its collaboration with Osaka, Japan's third-largest city, to foster trade, innovation, education, tourism, and cultural exchange. This need for a more formalized partnership was underscored by the fact that the last Sister City Agreement signed by Osaka was two decades prior.

To address these challenges, Greater Manchester signed a Sister City Agreement with Osaka, marking a significant milestone in their relationship.
