Full Credential Description

The U.S. Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) faced significant challenges in modernizing its financial systems, which were hampered by outdated legacy systems and a lack of data integrity. The agency needed to ensure sound stewardship of its financial, budgetary, and asset management operations while transitioning to a new Enterprise Resource Planning (ERP) system. A critical issue was the inability to effectively analyze and interact with the data generated from its financial management processes, which was essential for a successful modernization effort. To address these challenges, Ernst & Young LLP (EY) provided a tailored solution that involved conducting an in-depth analysis of ICE's data to identify relationships, detect quality issues, and understand root causes prior to the migration to the new ERP system. EY developed a comprehensive data management platform that served as the foundation for data quality analysis, cleansing, and migration design. This included building an integrated, nonproprietary financial data model (FDM) that allowed ICE to better understand its data by focusing on referential integrity and the required elements to trace complete financial transactions. The implementation of an automated, scaled integration solution enabled ICE to transform and populate data from various financial management systems into a secure data repository. This solution not only supported current data quality analysis and cleansing needs but also facilitated rapid data migration during mock conversions and the eventual transition to the new system. Additionally, EY created a financial data dictionary to document and catalog all financial tables and data relationships, which was crucial for ensuring clarity and consistency across the agency. As a result of these efforts, ICE now possesses enhanced tools and capabilities to access, move, and understand its data, significantly improving its operational efficiency. The data platform has empowered ICE to identify data quality issues and review business processes in advance of the ERP migration, ensuring that decisions are based on accurate and reliable data. Furthermore, a comprehensive data management and governance plan was developed to guide the roles and responsibilities necessary for successful migration and digital transformation within DHS. This initiative has positioned ICE to achieve optimal data quality, ultimately enhancing the user experience with the new business solution suite.
